MEMBER ALERT 

Dear Members,

UFLAC continues to work on the staffing crisis that has impacted so many of our members and their families.

President Freddy Escobar spoke at the Fire Commission meeting this week to make it clear that LAFD resources are being closed every single day and our firefighters are being forced to work dangerously long hours.

In addition, the letter below and attached was sent to Mayor Garcetti and the entire Los Angeles City Council to ensure that all city leaders are aware of the LAFD staffing crisis. We continue to work with management and city leaders to find short-term and long-term solutions to this ongoing problem.

MEMBER ALERT 

Dear Members,

Today, UFLAC and the City met for mediation regarding the impacts of the City’s vaccine mandate as ordered by the City Employee Relations Board.  Because mediation is a confidential proceeding, UFLAC is unable to provide details.  We can report that UFLAC arrived prepared and ready to put the necessary work in to get a resolution to this dispute.  Unfortunately, we do not believe the City arrived with the same intent, and no resolution was reached.  The next step in this effort to protect the rights of UFLAC bargaining unit members is to hold the hearing on the unfair filed by UFLAC against the City.  The hearing is scheduled for late February.  We will continue to provide updates.

MEMBER ALERT 

Dear Members,

After constant discussions between UFLAC and the Department, the Department has finally agreed to stop deducting time from your sick time bank when members call in SK/FE on recall day.

Additionally, as the Coded Assign Hire Program ends, the Department will essentially have two mechanisms remaining to force hire members, the old assign hire process found in F590 instructions and recall. The Department has indicated they have little confidence that the old AH system will cover the vast amount of vacancies and also, are not currently programmed in NSS to utilize that system. As such, members should be prepared for a “force hire” system that relies mostly on recall.

As previously stated, the Department and UFLAC will soon be meeting to solely discuss how to provide proper relief to this staffing nightmare.

MEMBER ALERT 

Dear Members,

As many of you know, the department has posted a notice stating they will be ending the Coded Assign Hire program. UFLAC has been informed that the department will now revert back to the old Assign Hire system that can be found in the Manual of Operations (F590 Instructions). The recall process remains the same.

We understand that our members are working tremendous amounts of involuntary hours. This amount of forced work has become extremely unhealthy for many members and their families. While we realize that staffing issues are impacting fire departments throughout California and the country, we are doing what we can to come up with short-term and long-term solutions to address this crisis. Next week, we will be meeting with the department to discuss staffing issues in an effort to provide some relief to the members.

EXCESS SICK TIME CASH-OUT WILL BE PAID 1-12-22

Dear Members,

We have been notified by the City Administrative Officer (CAO) that the annual excess sick time cash-out for all sworn members is scheduled to be paid on the January 12, 2022 paycheck.

Any member wanting to arrange a one-time Deferred Compensation contribution to coincide with the cash-out has until January 2nd, 2022, to modify the contribution if desired.

MEMBER ALERT 

Dear Members,

Today the Employee Relations Board decided that UFLAC and the City are at impasse and ordered the parties to participate in impasse procedures.  The first step is for the parties to meet with a mediator.  We are in the process of selecting a mediator and scheduling the mediation.

UFLAC’s unfair practice claim against the City regarding its unlawful unilateral implementation of new terms and conditions of bargaining related to the vaccine mandate has been scheduled for hearing in February 2022.

Moving Forward:

On behalf of the bargaining unit, UFLAC has challenged the City’s unlawful conduct in a variety of ways including, but not limited to, filing lawsuits, filing unfair practice claims, bargaining, requesting information, educating the public through media and speaking at City Council meetings.  UFLAC will continue to fight to protect the rights afforded to our bargaining unit.  We will continue to explore all options available and we will keep you informed.

Dear Members,

Yesterday, December 13, 2021, UFLAC filed a Class Grievance in accordance with our Memorandum of Understanding (MOU). A copy of the cover letter and Grievance can be found by clicking the link below.

This Grievance, including the suggested remedies (if granted), will apply to all bargaining unit members that were affected by the department’s actions of placing members off duty (as a result of the vaccine mandate).
