MOU 23
ARPA Meet & Confer Status Update

As you know, in early February, the UFLAC membership overwhelmingly voted to restructure our contract in order to save the City of Los Angeles tens of millions of dollars over the next few years due to the economic devastation caused by the COVID-19 Pandemic. This amended contract provided the City with economic relief and ensured that there wouldn’t be any cuts to the LAFD budget, including scheduled brownouts. With this action, we demonstrated once again that LAFD Firefighters and Paramedics are willing to step up to protect our city and the families that we serve.

On May 18, 2021, the City received federal relief fund totaling $639 million through the American Rescue Plan Act (ARPA) to use for government services and other eligible uses in support of 2020-21 General Fund budget balancing.

Immediately following the Year-End Financial Status Report (FSR) for Fiscal Year 2020-21 released on May 26, 2021, UFLAC submitted a letter to the City Administrative Officer (CAO) demanding that the City meet and confer over the use of the ARPA funds. UFLAC’s Negotiating Team met with the CAO on June 2nd and will be meeting again next week to discuss our issues, concerns, and interest in how the City plans to use the ARPA funds.

We will keep you posted as to what develops over the course of these meetings. For any questions, please contact elected Negotiating Team Members Freddy Escobar at [email protected], Chuong Ho at [email protected], Domingo Albarran at [email protected], or Adam Walker at [email protected].
