This bulletin is an update to Bulletin 43-22 regarding the email that was sent to many UFLAC members from the LA City Personnel Department relevant to COVID testing.
All members who received the initial email message from the Personnel Department on September 15 should have received a follow up email this morning (Thursday, September 22) from the CAO informing you that the “requirement” to submit your medical insurance information if you use Bluestone for COVID testing has been RESCINDED.
UFLAC made it clear that we would fight against the imposition of this change to the terms and conditions of employment for our members. We demanded that the City cease and desist from this implementation and we further demanded that we meet and confer on this issue. We are pleased that the City decided to change this unfair and likely illegal unilateral implementation.
If you did not receive this updated email from the CAO, it reads in part:
“We are sending you this revised notice to inform you that the City will not implement Bluestone insurance billing that was scheduled to start on Monday, September 6, 2022. You may continue testing with Bluestone without providing medical insurance information. If you have already provided insurance information, we will not bill insurance for your weekly testing.”
It is unfortunate that it took a cease and desist demand and other pressure to ultimately have the city fix their mistake, but this is the latest information on this issue.
